What it should have been was an on-off low-to-high intensity conflict over a strategic position between the Klingons and Cardassians, with the new up and coming Cardassians up against the recovering Klingons, the Federation trying to mediate, every fresh battle escalating the chance that the fighting around the nebula will become full scale war. It is needlessly overarching and DeCandido's mechanism of the 'competition' to develop Betreka Nebula is fucking stupid. I hate it because it's a case of DeCandido letting his desire to 'weave everything together' get away from him. Oh, and Betreka Nebula is also where Ian Troi (Deanna's father) gets killed. It's an interesting novel that takes Betreka and ties 18 years of political maneuvering into it that includes things like the Romulan attack on Khitomer, with the novel depicting Worf's parents trying to stop the Romulan traitor, etc, and giving a part to Worf's grandfather (the one who defended Kirk and McCoy in STVI) that includes how he dies. That's from a Lost Era novel, 'The Art of the Impossible', about the 'Betreka Nebula incident' mentioned in 'The Way of the Warrior' by Garak.
